I think ,"Meet at park." means meet at dark if you turn it up side down.

What I tried to come up with for this activity, I figured that since the ink only came out to be blurry in the word meet. I tried to see if I can scramble the words but couldn't find any results. But when I thought about spelling meet backwards, I got teem, which was probably supposed to be spelled team. Then I thought, maybe more than one person could be the culprit.

I think that meet at the park means that they need to meet at the park for the crime. It can hide in the color. change the word s to spell something else. It also can say meet at dark.
